What is a bewoning?
With the BRP API Bewoning you can consult the occupancy of an addressable object on a reference date or within a period. A bewoning is the composition of the occupants of an addressable object during a period. The response to a query contains more than one bewoning where the composition of the occupants changed within the period requested. Each composition of occupants is therefore a bewoning.
You need bewoning for carrying out the Wet Bibob or the Participatiewet, for example. For the cost-sharing standard it is important to be able to establish which persons a client lived with during a particular period.
What do you need?
You can retrieve bewoning using the identification of an adresseerbaar object. An adresseerbaar object is a dwelling, standing place or berth with an address where persons can live. The identification of an adresseerbaar object is the unique number that this object has been given in the Basisregistratie Adressen en Gebouwen (BAG — Key Register of Addresses and Buildings).
You can look this number up very easily by using the BAG Individuele Bevragingen API of Kadaster. It is better to connect to this BAG API than to look the number up (or have it looked up) through the BRP API Personen. Not only are the search options of that API far more extensive, you also comply better with the GDPR because you are not querying personal data.
Consulting the occupancy of an addressable object
With the raadpleeg bewoning met periode operation you can retrieve the occupancy of an addressable object within a period, by supplying an addressable object identification and a period. You then receive one or more compositions of occupants and/or possible occupants during the period supplied. Want to know exactly how it works? See the derivation rules here.
With the raadpleeg bewoning met peildatum operation you can retrieve the occupancy of an addressable object within a period, by supplying an addressable object identification and a reference date. You then receive the composition of occupants and/or possible occupants on that date. See the derivation rules here.
You receive no bewoning where no persons lived at the address during the period supplied. Occupancies also do not always follow on from one another, where for a time within the period supplied no one was registered at the address. Finally, you can receive a response with an IndicatieVeelBewoners. That means the occupancy is not determined because the occupancy has more than 100 occupants and/or possible occupants.
What is a bewoner?
A person is or was an occupant of an addressable object if, according to the BRP registration, they are or were registered at the addressable object during the period requested. The occupancy or address occupancy period begins on the datum aanvang adreshouding of the registration at the addressable object and ends, where present, on the datum aanvang adreshouding of the next registration, or on the datum aanvang adres buitenland where the person has emigrated.
A person is an occupant during a period requested where the period requested falls within the address occupancy period of the person. Where the period requested overlaps the address occupancy of the person wholly or in part, the person is counted as an occupant only for the overlapping part of the period requested. What is a mogelijke bewoner?
Where the start date of the (next) address occupancy is wholly or partly unknown, we do not know for certain whether the person lived at the address during this period. It is also possible that the person lived at a next or previous address. In that case the person is a mogelijke bewoner.
